I don't have the harbour improvement yet, but I think it would be easier for me to reach this milestone if I had extra resources such as lumber and marble.

If anyone else here is in a similar position as me please let me know.
My resources are Iron and Wine (I'll change the wine to something more 'productive' (lower infastructure/land costs))

What you're really looking for is a Trade Circle if at all possible.
