Not to put too fine a point on it, but a number of the people on that list have been contacted directly by the Civics Department more than once, and have not expressed an interest in selling. Doesn't mean it can't work though -- always better to try again if we can. Just please realize most of the less active players don't read these forums, and respond better to PM.
Casual players who don't care when tech gets back around as much could try sending any one of these folks a $3m aid package, with the reason "3m/50tech trade" or something like that, and maybe an accompanying PM. That might get some of the less active players' attention.

As a rule, if you havent dealt with them before... always check via PM first to see if a seller would like to indeed sell, like phaed suggests, accompanying PM is always nice.
This way youre not out 3mil, or more importantly, 10 days worth of a slot.
